So I finished up pretty much all the missions I could think of so I sent the 3 Veles to Owl before heading to Pripyat. One problem, though: It's taking forever for Owl to receive them. I probably slept 10-12 in-game days and blasted through my food and tobacco stash and he still hasn't gotten them. How freaking long does this shit take? Is it a bug?

You delivered the three veles detectors to the scientist and returned to Zaton and told Owl? I'm not sure sleeping is required, maybe a day, but the first time you leave the ship and head off to do something else you should get the message from Owl telling you to come speak to him or something to that effect. If that didn't occur, I have to ask if you have been using quick or auto saves?

I'm experiencing a similar situation but managed to get the upgraded detector anyway (off topols body i think, after doing the missions with him). Anyway I am now attempting to navigate the nightmare of keeping everyone alive through Pripyat tunnels. It may well be a bug but I prefer to think of it as unintentional non-linearism, as long as it doesn't break the main quest I just take it as a twist of fate.

Update: After what have must have been way more than a few days I have just revisited Skavodsk to see Cardan, and spoke to him about the detectors and got the usual it will take some time blah blah. Then as soon as I left the ship, I got the message from him. If all you want is the detector you can probably get one from Topol at some point given his inability to stay alive, as for the quest line well Noah is dead for me now so that is all wrapped up unless I decide to spawn him in.

If you can live without the stuff you get further down the quest line I'd just take a gamble, occupy yourself with something else, and try talking to him later. Usually it has taken me a couple days of game time before Owl would get back to me about the detectors.
