I let 2 Merc's go past me, and they kept unholstering-holstering their weapons, near Skadovsk. I thought "not worth the bullets" and let them go. Later I was fired upon and placed a headshot in one and a wellplaced shot in the chest in the other one. I looted them and they were the mercenaries from before. Hostile or always hostile?

Always hostile.

Bandits and mercs don't attack you if they are near Skadovsk however once outside the area they do engage. Logically cause else the guys at Skadovsk start shooting them. You can attack them while they have this forced neutrality and they will become hostile. This even happens if you are firing at mutties and they either are near the mutties or near you. Best is to grenade them in the back, even if they are not active hostile yet :P

I even had mercs/bandits fire on me as I just left the door of Skadovsk and they were on the small busstop on the hill,y you can shoot them even from on top of the ship. That is why I hate it when a stalker claims it is a peacful area, when your weapon is out, evenwhen he himself is firing at mutties... Peaceful my arse.

Avoid using autosaves, use hard saves only.

Lol, I had the same thing happen, except I was on the top-deck at the time. I tried to hide behind the stalker guard who patrols up there, but everytime I went near him the shooting would stop. If I brought my weapon out to return fire the guard would draw on me and tell me to put it away. I ended up dropping down to the ground level and sniping them from the rear of the ship.

The mercs and bandits are programmed to not engage stalkers near Skadovsk, with natural reasons else you get killed to easy and battles ensue inside Skadovsk. In Pripyat after freeplay enough times when you come from another area duty and freedom fight it out inside there. They are virtually indestructable but that does not stop them from trying. Usually they go outside themselves while firing, but occasionally or or more die inside, I think the damage is just reduced or something.

You can just fire your gun on Skadovsk even if stalker guards aim at you. I never tried keeping my gun out for like a minute. :P

I even got murdered standing on the deck by mercs cause I was firing at mutties that attacked fellow stalkers, they were near it and they attack you even when they hear your bullets.

Yeah, mercs are bad and must be eliminated. Sometimes innocents get caught in the crossfire. Like when I was on the ridge between the Ranger Station and the bridge and started hearing bullets whiz by me. I dropped behind a rock and brought out the binoculars only to spot what looked like a merc aiming right towards me. I took him out and only found out later that it was an innocent stalker that had begun to engage the bandits that were between me and him. It was those bandits that had initially attracted my attention by trying to shoot me. As a general rule I don't kill stalkers and only shoot if shot at first (unless they're bandits).

I usually load when I kill a stalker, cause others that spotted it will become hostile too and it can spread that way, not to mention when it is 1 killed that strayed from his group (happens a lot in pripyat freeplay). In prefer sometimes to let them shoot at me first, from a spot of cover to make it sure but that's no garantuee. So in many cases a battle is confusing, I let stalkers fight it out among eachother then kill the hostiles if there are any and loot the corpses :P

Vulture tactics work well.

Mecr can sometime looklike a Stalker so when travel by group with 3-4, check the others, if they look like a Merc then that group is all Merc, load the grenade launcher up and shoot, save bullets :)
