HOTS mod has started and I'm working in this order:
1.Units (Also the abilities [like broodlings from brood lords, and widow mine blasts])
2.Effects
3.Campaign
4.Campaign Choice Thing (What ever u call the evolution choice place)
5.Campaign Editor (To add the units so u can create HOTS maps specifically)
6.Health Bars (The Option for the health always showing allowed)
7.Clearness (I will try my best to update the starcraft original tile set and stuff)
8.Graphics (I need help on this one [kinda])
9.Early Beta Release (U guys know the crappy modders that keep the mods to themselves)
10.COMPLETE!

woah. :O i think this is the first time someone thought of this. i hope this project doesn't die. maybe you can try to just edit other WoL mods? so that you don't start from scratch
WOL is too hard to start off, no offense cause starter editions cant play it, so i'm going to change the way people look into sc1
