If you're wondering where the hands are from, they are default seal arms, yep that's right, seals in 2nd beta!
Those seals are now just us with different names, though...
This was meant to be a MW2 copy reload animation, it failed miserably...

Why does he hold the mag like that?
he looks if there is ammo inside so he doesnt reload an empty mag
I think he means holding it from the bottom and not holding it like a grip.
Why are there black things on the rounds? And why are the tips red? It looks like chain linked lipstick.
these were taken directly from the M249, so thats just the default texture
He could be firing ballistic tipped bullets. ie hollow point.
