So does something happen in the story that enables Laura to see the horrors of Silent Hill, because in Silent Hill 2 it's strongly implied the hospital that James sees is vastly different and more dangerous than the hospital Laura sees.

It's implied Everyone sees silent hill differently, some more than others.
i think a lot of the game is going on in your head, in a reality formed by your own memories and ghosts and archetypes from the town itself
