Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

Though, I'm not sure what an actual one would be for a soviet hero. He did count as one, right?
*I did some rough math but I'm usually really bad with it and I'm not exactly sure.

As units, I believe that's what the BMPs are for. You're basically asking for a unit that couldn't really carry as many troops as a BMP while also having less armour and firepower.
I guess the closest I could figure for them might be for the Spetsnaz in a similar manner to the ECA Fennek but I also think that would be mostly pointless.

It was just a joke. But I mean a unit, similar to gla's technician, but without any weapons, just infantry transporter. It is cheaper, faster, less armored than BMP and other. And I don't know reason to add it in the game, I'm just joking.

The concept of a light Humvee-style vehicle doesn't fit Russia's in-game design. They are all about heavy assault vehicles with decent armour and often multiple weapons, so a light infantry transport with no weapons or armour to speak of would go against their design. Naturally, they would still be using such vehicles in the story context, but you can think of the in-game factions as abstractions/idealised versions with the redundancies cut out.

Ok, thank you for explanation. But I think, this unit still can be used in campaign as a decoration of Russian military bases behind the front lines, or be used only in cut-scenes. Anyway, you know better)

Maybe it could deploy and provide an infantry firepower bonus in an area around it? Would give them a slight tactical use other than moneymakers. Just like how the Chinese hackers can disable things, the GLA Black Market provides upgrades, the ECA Sat-link thingy provides vision and the USA Supply Drop Zone sends distraction for the enemy AA.

The Arms Suppliers form the secondary backbone of the Russian quartermasters corps. As a general rule, conscripts are expected to keep their state-issued gear and weaponry in good condition and use them to the point of exhaustion, but those who wish to spend their own precious pay on a brand-new Kalashnikov, a fresh set of boots or wartime luxuries like cigarettes and vodka can do so at the Arms Supplier, granting an additional source of income to Russian battlefield commanders. As the Third World War dragged on, some of the more 'resourceful' officers even turned a blind eye to their quartermasters selling weaponry to auxiliary personnel from eastern Europe or even local paramilitaries with little distinction between friend and foe, marking a creeping decay of morale and order as the fighting continued into its fourth year.
