Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

why would i use general power for hopper tank?
Because in ROTR 1.85 you will select you tactics by selecting GP1. Hoppers and volunteer squads belong to "strength in numbers" tactics. You can see an example of this system in previous stream, where USA can select extended drone, infantry, armor or air forces.
As of 1.85, Mass Mobilization not only unlocks Hoppers and Volunteers, it also allows you to switch a Warfactory to 'optimised production', where basic vehicles are produced in packs of two (and Hoppers in fours).
The Hopper itself is a potent force multiplier alongside any regular tank force of Battlemasters and Overlords. It benefits from the same upgrades, it helps you maintain the critical mass for your horde bonus and it is fast enough to flank and encircle the enemy in support of your main assault force.
