Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

Just some question about that description. B-2 Spirit, which you can call in 3 level clearance, costed 737 million dollars 'in 1997'. And TMD, which you can call in 5 level clearance, costs 700 million 'in 2050's'(I guess). And you guys describes TMD is too expensive to deploy on low level clearance. I don't understand this.. Is that's just the reason that B-2 is stealth bomber so it can safely bomb enemies?

You seem to be overthinking this. The B2 is a rank 3 power because it's part of the same three stage power that also gives you the B52 and the B1 bombing run at the lower levels. A bombing run is a relatively mundane thing to do in modern warfare, which is why the power is available much earlier whereas the Guardian Angel pretty much renders all enemy air defences and missile-based weapons useless for as long as it's circling above the target area which is an extremely potent ability to have at rank 5.

As far as we're concerned, Aleksandr's Tesla weapons -are- lasers, namely electrolasers, the kind that uses a laser to generate a 'channel' of ionised air between itself and the target which is then used to conduct a massive surge of electricity that is powerful enough to fry infantry and damage vehicle components. You could say that this is the reason why his Tesla 'rays' are a lot more straight and beam-like than the ones in old C&C games which would occasionally arc and bend like natural lightning. So from a design/story perspective, the Szhatie would be redundant, since we already have a 'new' version of it in the form of Aleks' Tesla weapons.

The Guardian Angel TMD is a rank 5 General Power. It replaces the old CIA Intelligence power which is now available by default: As of 1.85, Rangers can use their flashbangs to take enemy infantry units as prisoners instead of inexplicably killing them. Every prisoner grants you one use of the CIA power. Micro your Rangers to take as many prisoners as possible and you'll practically have a brief temporary map hack for every one of them.

Description

The EAL-3 Guardian Angel entered service as part of the touted Tactical Missile Defense initiative in the early 2040s, which aimed to eliminate the risk of enemy missile systems including ATGMs, SAMs and even ballistic missiles in close coordination with American ground forces. After an extensive series of tests and evaluations, the Department of Defense signalled its approval for a plane whose distinct triple engine setup made it less susceptible to ground-based anti-aircraft fire than its more conventional competitors. The airframe went into serial production with a pinpoint accurate 150kW laser installed on its nose and an advanced sensor radome on its back. The Guardian Angel is also equipped with a sophisticated AI that can detect, identify, prioritise and neutralise missiles more quickly than a team of human operators as well as a large supply of infrared and radar countermeasures to protect itself. Due to its hefty pricetag of roughly 700 million dollars apiece, the EAL-3 can only be called into action by battlefield commanders with a full level 5 clearance.
