Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

So, is this just going to be a cheap alternative for using a command post (I lost the name of the structure, but it's the secondary ECA command structure, the one you can have multiple of) right behind the frontlines, or will it actually also repair structures like a deployed engineer? If it's the latter, that would be amazing. If it's the former, then that's nice too.

Right, this one is for vehicles only so you'll still have to use Repair-Pandurs for your buildings.

They are indeed kind of similar in that every upgrade allows the Fortification to serve in a different function. We added this extra bit of variety in order to give you guys some more choices instead of just having a single 'no brainer' upgrade.
