Yes, they will get rifles. NR infantry are actually going to change quite a bit. Ironic that you mention battlefront...as that's what I am basing them off of.
In a nutshell, NR infantry will look like the Endor or Hoth soldiers (depending on what planet type) and they will be armed with rifles. Then, Rebel Vanguard soldiers will look like as they do in Battlefront (with that unique, Rebel-style helmet from A new Hope, etc) and will be armed with pistols and Plex launchers. Finally, NR Marines will look as they do on the Wiki that I linked to in one of the more recent news posts (they were called NR heavy troopers or something...)
Well, technically the weapon that the Reb soldiers had is a rifle but it's comparable to bringing a .22 to a firefight. Yes, technically it can kill somebody...but mostly it just makes your enemies laugh.

He made a lot of stupid mistakes because he believed that everyone was beneath and inferior to himself. Ironically, that was true in most cases but because he let that notion go to his head, he got careless and allowed his most powerful adversary (Luke) within striking distance. He gambled and lost.
I don't necessarily mean with regards to the big players at the top. More with the grunts and the individuals at the bottom. It seems that the common theme is that rebel infantry and other forces are at least equal to or superior to Imperial infantry and the Stormtrooper Corps.
Depends on which part of the Storm Trooper Corp. The 501st could wipe away just about any resistance they encounter, even putting up a fair fight against Mandalorians. Don't forget that the bulk of the 501st, even in Imperial times, was comprised of Mandalorian clones. I don't know if that distinction carried on after the fall of the Empire but even if it didn't, the 501st still has a strong tradition of only admitting the best of the best.
Now the Nova Trooper sections are more comparable to Green Beret or other elite task forces. They aren't necessarily invincible but they are more a force to be reckoned with than stock troopers and are generally better armed.
Stock Storm Troopers are just that...stock. They are lightly armed and have minimal training, with some exceptions. Against foes like the Mandalorians, they would likely not stand a chance. However, they usually have the upper hand against Rebellion troopers because such a force admitted anyone and everyone who was willing and able to fight; they were a guerrilla army and so, had little to no training and whatever weapons they could afford or salvage. This is where the Emperor's hubris comes into play...he didn't see the need for anything better than "expendable" soldiers because he didn't consider the Rebellion a real threat.

However the term "elite" can only be used here relatively loosely, because the empire is just such a freaking huge organisation and as such there are a lot of Stormtroopers, who to some degree still differ in training and equipment.
And we shall not forget it's a hollywood movie and of course the bad guys miss the heroes all the time. ;)
Most of this does however only apply to the time before the Emperor's death and the foundation of the New Republic.

And I would not compare the Imperial Army to the coast guard, because the IA is sometimes used as offensive force, but only if there are no or not enough Stormtrooper units available, or to support the Stormies when necessary.
And I think the ST corps doesn't have any heavy vehicles, so any armor support would be part of the Army as well.
But of course in the Imperial Remnant everything is kinda more mixed together, with different Moff warlords that reorganize their forces more to their liking.
That is not true the coast guard is sent in before every one else now and see far more action then the regular army now I know its weird to send in the reserves first but that is just how it is now lol.
My cousin is in the Coast Guard and he is NEVER sent to front lines. The way he describes it is that they basically protect the ports and other coastal areas of US territory/bases/etc so that the regular trooper have a guaranteed way in and out (and their supplies too!).
Obviously the enemy knows how important that is so if they are bold enough, an attack on these areas could do some serious damage...so I'm not saying they never see action or whatever but they aren't exactly on the front lines either. Their job is critical and vital to the success of other operations...it's just not quite the same is the soldiers in the trenches, so to speak.
But that's only one account from my cousin so maybe there are other units that perform vastly different jobs than his and the ones he knows about.
To be completely honest as soon as they stopped making fett clones and stopped giving them good training and starting taking enlisted troops and random clone templates the entire imperial army went to hell. The republic army was far superior in just about every way.

While it was less effective against blasters it supposedly could disperse or block lower energy blaster fire and was supposed to be more effective against the environment. Even so they were still supposed to be equipped with better weapons and armor than the average soldier and be trained to a higher degree than the average soldier.
If you are familiar with the Halo universe at all... It's kinda like the difference between Spartan II's and S3's. While both are very effective soldiers, the Spartan II's are superior in every way with better overall armor and better training. Spartan III's are generally armed with better weapons but that's only because the technology has progressed (and so, any remaining S2's were therefore also armed with that same weaponry).
That's the difference between Clone and Storm troopers. The difference between Imperial Army Troopers and Storm Troopers is not the same is between Spartans and Marines though! The analogy fails at that point... Again, I feel that is closer to my real-world comparison above.
I guess overall there is some room for interpretation because of so many different conflicting information about actual fighting prowess. And the movies didn't touch the whole Stormtrooper Corps/Imperial Army subject at all, so we are only talking about EU stuff anyway.

Absolutely! This is a mod about the Mandos, after all. I've got some pretty cool ideas on how I want them to look as well. I'm doing imperials first because they are easy (grey and boxy...) but I plan to put special care into how I go about creating all Mandalorian units.
