Yup, and the best part is that we finally have it running - search the mods section here for Rise of Kings expansion pack RKC 4.

Description

A naval battle involving some of the new ships available. Firstly there is the flamethrower ship, a powerful replacement of the the fireship line available to the Byzantines that has a small range and few hit points but a high attack. Secondly there is the cog and sloop, the main ships of the Imperial Age. Lastly there is the carrack, a large, cannon-armed upgrade of the cog that requires a certain government. If the other government is researched the player can upgrade their sloops to brigantines, which are fast yet powerful light vessels.

Note that in later releases, some nations will receive alternatives to these units. For example, some European factions and all three Arab factions recieve sottil galleys and lantern galleys instead of the cogs and carracks. Asian factions also will recieve replacements for these units.
