That's because it is, of course. The Confederates use a mismash of out-of-date equipment from the Second World War, ie Red Alert 1.

Description

The classic modular power plant was used throughout the 50s worldwide by military forces assembling field bases. Consisting of a set of premade parts allowing the construction of a simple combustion generator, exhaust stacks, and early solar power converters, the frame could be assembled atop a simple square structure made of any material; the Allies used brick, but the Confederates prefer cinderblocks or concrete.
