Sup, guys. So I installed Paradox, and started it up successfully, I go to the campaign to see...the exact same campaign of vanilla RA3. No real changes, nothing.

Whenever I go into skirmish mode, the only new faction I can access is the Confederation, and I can only use a small handful of the new units for the vanilla factions.

Everything is installed in the proper location, and manually at that.

What the blue hell did I do wrong in the installation process?

What you have is not the complete Paradox mod - it is more than a year old, is severely outdated, does not come with any campaigns because none have been made yet, and which is extremely buggy still.

However, it is the only functioning semi-major build released before the Paradox team set to work on the Apocalypse minor mod, and as such is still the most recent thing available for the public. Note however that it is NOWHERE near like what the developers have been showing off in their recent pictures, which itself is still Release 1 (The Allies).

Unfortunately, lack of voices, code revisions, and real world needs have delayed Apocalypse itself considerably. Though it is not a pleasant thing to admit, this is the best version you and us have for a while.
