Probably because it is based directly on the Cryo Legionnaire model from Uprising.

Description

Phalanx Shift Trooper is Allied Forces' heavy infantry unit, available at tier 3 after establishing a Tech Center on the battlefield.

The weapon these soldiers carry is called Shift Disintegrator, based on the Shift technology(formerly Chronoshift, before the misleading name was abandoned) that is also used for short-to-medium distance instant transportation devices. Unlike the teleporters, disintegrator will only tear down the target's atomic structure instead of also relocating the matter.

When an enemy infantry or vehicle is targeted by Phalanx, they stop on their tracks due to a distortion field and start to gradually accumulate damage as the effects of the disintegrator take toll. Bizarrely enough, those affected might still be able to fire their own weapons through the distortion field depending on several conditions. Additionally, while the enemies captured in Phalanx' distortion field are basically sitting ducks for other units to pick on, one will find out that any other weapons will do significantly less damage to units also targeted by Phalanx, thanks to the poorly understood nature of the disruptive energies utilized by the Shift technology.

More significant flaw of the Shift Disintegrator, however, is the fact that it would require one of a massive size to actually do much against bulkier, stationary targets such as structures. Much larger than the one carried by Phalanx troopers is, being a rather small cannon-like weapon powered by the two fuel cell packs mounted on the backs of their suits. To counter this flaw, the weapon carried by them can also be switched to instead shoot a small disruptive energy stream against these types of targets, which upon impact will open a tiny wormhole for few seconds that will tear things apart and cause damage.
