Project 'Citizen' is a next-generation modification for Rockstar North's GTA: San Andreas PC game, revolving around Tommy, an operative for the 'Control Agency' tasked with invisibly controlling crime around the entire country. After an operation nearly blew his cover, Tommy was relocated to the Los Santos unit, starting afresh... or so he thought.
