Morrowind players may remember Wolverine Hall Apartment, in which Tyermaillin's cousin Altehr asked you to look after his flat whilst he went off on an extended business trip. The good news is that he was so impressed that he's letting you loose in his Imperial City property. It's a fully-furnished apartment in Talos Plaza called 'The Rookery', quite near the entrance when you fast-travel but behind the central circle. You'll recognise it easily due to its crumbling, overgrown appearance. The Rookery is quite a small apartment, being the rear duplex of a much larger house. It's only one room but it's still pretty spacious, with two sleeping areas (bed-space for 3), a kitchen, a bathroom, and nooks and crannies for the usual hobbies such as combat and alchemy. The central area has separate dining and relaxing areas. Anyway, it's free and it's yours - but don't break anything or Altehr will be cross.
