The mod is very early in development, and I am its sole developer. To tell the absolute truth, I am just now coming to full understanding of portal mechanics, things are finally falling into place when I try. Any and all modding advice will still be appreciated.
Please do not bash me. Here's the low-down on my take of the Portal time-line.

2001-GLaDOS plugged in. GLaDOS crashes, Neurotoxin
2002-Portal: Reverb. Events of HL take place, mass pandemonium, Aperture Science laboratory is evacuated. Morality Core knocked partway loose.
Shortly after Reverb- Portal takes place.
Whenever HL2 takes place-HL2.
I believe that Portal takes place very shortly after the initial effects of the Resonance Cascade (and therefore, shortly after HL1).
Well, anyway. Its just a mod, so it doesn't really have to fit in air tight.
I've got pretty much the whole MOD storyboarded in my mind, half of it on paper. I've left some of the middle test chambers open to change (apprx 9-14), so if anybody has a little Portal map they've been working on, and would like to have it show up in a free-lance mod, just let me know. I'd be sure to give proper credit where due. I personally like extensive jumping puzzles (I LOVED the huge turret room close to the end, I kept flying around till eventually I managed to get on the catwalk without going into the back room), so there will be a few of those, nothing horribly hard. Any tests that have ONLY one solution have already been written off as "testing to see if subjects can think in a way desired by the administration".
Again, all outsider's are welcome to submit their maps, and I will see if they fit in. I hope to have some media (pics and such) up soon.

Anyway, this mod is not dead, it's just an unfortunate victim of RL being a dbag. 'Twill be finished someday!

Yeah, I always agreed with the 20 year hypothesis, but for the sake of my mod, HL2's date doesn't affect it, I just put it there as a bit of an illustration of when my mod happened.
