The game takes place in the eve of the Seven Hour War. Fighting against blood shedding synths and frightening aliens, Adrian Shephard has to struggle his way with his fellow comrades from the Phoenix Command, with the main objective of stopping the construction of a Combine Citadel. In his journey he will find what has happened to the world, moments before the Seven Hour War.

The combine used xen as a relay to earth
no the Xen aliens were using Xen as as a refuge from the Combine who were kicking their ***. Humans only stumbled upon that border world and inevitably caught the combines attention with their portals & ultimately the resonance cascade.
Keep in mind the combine can freely move in between dimensions as they are a trans-dimensional empire. They were simply unaware of our particular dimension until again we lost control of a xen crystal supplied by the G-man resulting in the black mesa incident.
After that id say about 6-12 moths after black mesa was nuked and the Xen wildlife and remaining aliens were dropping into earth via portal storms did the combine finely rear their ugly heads.
by then human armies were in disarray and pushed back into fortified cities thus explaining how the combine were able to easily wipe out any and all reaming pockets of significant resistance in a little over 7 hours.

indeed xD Tho I would love to be part of the team and help out but unfortunately I cant spare the time for any such thing :P Besides all im good for is concept art and as a military adviser so thus im not much use here.

Them 7 hour Combines
1st gen synth soldiers actually. but close enough. Real combine grunts as per HL2 concept art are less humanoid and or more mechanical in nature.

Keep in mind that the 7 hour force should be much more formidable than the ones faced in half life 2. The games make it clear that the combine forces on earth at that time are merely an occupation force, and that the reason why earth must remain isolated in episode 2 is because the combine are insurmountable when they have an open supply line to their over-worlds.
I concur, the Combine should be stronger, faster and smarter than their HL2 counterparts seeing as they were able to defeat the earth's forces.
