Upping the number of zombies significantly, and adding spawns all around the map that react to where the player is could add a lot more terror, imagine running through the abandoned construction site, zombies running inward from all directions, trying as hard as you can not to run into a pack, all the while spraying like no tommorow, hoping that it will help.
