Isn't that the dx11 wet effect?
Enlarge the pic and you can see it is raining and that just looks like it normally does maxed out in dx11 when everything has got soaked.
While yes, rain makes metal and perhaps some rocky surfaces shine in light, same should not apply to fabrics(unless water resistant) or skin, which is often present, also, care should be taken not to make metal surfaces too shiny either. It is nice if it is there but not so much if it jumps at your eye and screams LOOK AT ME, I AM A WET SURFACE

I dont know guis but thats because it is raining and this is what rain shader does... so I dont think it is too shiny.

Actually the wet surface feature is dx10, but yeah, it's most likely just that
