They look similiar because we also based it off the old, unused elite metrocop Valve have designed for HL2. The model on fpsbanana was probably a beta leak or a remake.

is this supposed to be an earlier uniform from that which we see in HL2? (seeing as the mod's story precedes that of HL2's)
The fpsbanana thing looks like a reskinned metrocop to me...
and dethtoll, this is not an earlier iteration of the combine but an Elite class, not seen in hl2.
So these guys are superior. Would be cool to see these guys killing other combine if they get in their way.
