Multi Theft Auto (MTA) is an open-source software project that adds full on-line gaming support to Rockstar North's Grand Theft Auto: San Andreas PC game, in which this functionality is not originally found. It is the first open-source modification that adds a highly customizable network play element to a commercial closed-source single-player PC game. Developed as an experimental piece of software for earlier Grand Theft Auto series, Multi Theft Auto has become an advanced multiplayer platform for gamers and developers. Our software provides on-line gaming for dozens of players running user-generated gameplay content and scripts through a Lua virtual machine, and is freely distributed under the GPLv3 license.

There are two differing issues.

Firstly, the server admins are able to disable the use of mods on their server if they wish, which was introduced in 1.0.3 to prevent people using mods to cheat on servers. This protection can be disabled however, so mods would be allowed on a biohazard server if you set one up.

Secondly, most servers will install the mods for you via MTA's scripting system. These are mods which the server has authorised already and will be forced on all clients.

Yeah, some of the data mods (like handling.cfg, peds.ipf) were not allowed to be modified. Some others that doesn't affect others like timecyc (which I used here) is allowed.

Also, models / effects that doesn't really affect the server is also allowed, like those explosions and particles as seen on the screen. It uses New Great Effects. ;)

And also the CJ clothes and the weapons (you can't see the weapon btw), look at it. I still can enter any servers with those, at least I don't edit the data like damage, clip, etc.

So the most important thing is that do not edit handling, animations, weapon data. Or you will be said to be modifying the GTA SA files. That's all you need to understand.

Btw, the point of this screenshot was just for the HUD. :P
