I wonder who's attacking England, Yuri or the Soviets? BTW nice rain effect, I don't think I've seen it in RA2 or YR before.
Na, Robot Storm and Project Phantom did it first.
And before that, Future Crisis, which is where the rain animation graphic is originally from. Unless this is a new one.

I believe there is some issue with pixel sizing on the screen. If they are made to small, they tend to disappear or look strange. As for transparency, they are again only one or two pixels wide and don't allow for much transparency options unfortunately.
There are options for animation transparency in the game engine, but there is a possibility that enabling such features would hit performance. Especially when used on large animations like rain, of which there are multiple instances playing at once, non-stop.
Obviously it's also impossible to draw any features smaller than 1px in size. That's why the rain is way off the scale (like a lot of things in RA2/YR). Not that it significantly detracts from the appeal, it still looks damn nice.

I think I remember this mission, it might be the epslion mission, kinda hard cause back then the version didn't allow mind control towards allied tanks :)
