I'm not sure how to install this, the readme said to just install it into the GTA4 Folder, I did but it's still not working

My buildings and streets are disapearing and i see yours are just fine..any infos whats the problem??Btw how you manage to conrtol the car with that speeds?? :) Mine is always steering :D
