Why does a battleship have a city, especially one so vulnerable looking? I'd expect it to be nothing but military personnel with no big clear domes.

Somewhat true to the "Skylark of Valeron" from the Skylark books

Never read it so I can't really give an informed opinion so just based on design I'd say swap the role of this with the Jelmi battlecruiser, this looks more like a colony capital ship while the Jelmi has no exposed areas.

"Never read it so I can't really give an informed opinion so just based on design" ... Understandably.
The Skylark of Valeron was, believe it or not, built to map the Universe and travels with 6 order engines (i.e at the speed of thought, and hence is a not a Galactic ship but a Universe ship). On two occasions it took the complete fire output of two separate galaxies (two different races) and 'giving some' in return! I've had to tone her down a bit you see.

Yes but Atlantis was not a "battleship". Cool ship by the way.

The Skylark of Valeron in the books, was 1000 km in diameter. There were 2 houses. Richard Seatons and Martin Cranes. Everything was operated by helmets using thought as an activating medium. The center of the ship consisted of 1 cubic mile of Mechanical Brain, which also operated via the thought medium. It was capable of fighting battles at a range of 500,000 light years.
