"It's approximately a hundred years from now... The aftermath of the Third World War. Countries all over the world are suffering an economic crisis which has led to a dramatic food and water shortage. The countries that do have enough resources are under martial law, food and water are not being divided equally, consequently civil war has broken out.
The country you are in, China, has fallen under a military regime that is trying to bring China back to order by joining the World Union (WU). Joining the WU offers China a chance to resolve it's financial problems, securing it's position internationally.
To accomplish this, the regime has began exporting large amounts of China’s resources, trading with the WU for military supplies to support the oppression of the civilians. A large portion of the population disagrees with China joining the WU and with the export of China's resources. This has led to the formation of rebel groups who try to fight off the military regime.
The WU has classified all rebel cells as terrorist groups and has agreed to help China get rid of them in order to obtain the needed food and water resources. After a failed attempt to evacuate most civilians, which resulted in the slaughter of many Chinese soldiers, China sends in high-tech military equipment, supplied by the WU, to sweep the partially evacuated areas, killing those who stayed behind... "

The Halflife2.net interview,
We recently had the pleasure of doing an interview over at Halflife2.net. Hectic Glenn, lead editor, asked good and interesting questions, we took our time to answer them and supplied them with some exclusive screenshots and renders.
Felix: The player isn’t really part of any of the 3 factions. As a foreign war journalist you’re in China to document the war and the innocent people in it, when by surprise you get caught up in the conflict. And because of the player being there without permission, you are regarded as a rebel by the World Union, and therefore a threat.
So the player was there to document the problems of the people caught up in the conflict (think of famine, violence, absence of emergency services etc) but ends up simply trying to save himself and the people around him. The local Chinese military forces however won’t be seen much, as they already have been wiped out by or defected to the rebel forces.
Glenn: Is it an almost total conversion? Being set in it's own universe, how many custom models and textures are going into this mod?
Victor: Lost Hope will be a total conversion, however we're currently still using some HL2 props as placeholders. These will be replaced later on. We think it's important to do all our props and textures ourselves to keep a consistent art style in our levels and assets. How many props and textures we will use exactly is unimportant to us, we just want to make sure that we have all the assets needed to achieve the desired atmosphere.

Wow, this mod sounds (and looks) amazing! I'm really glad to see a mod that is focusing on storyline and CHARACTER as well as gameplay.
IMO, it is gameplay that makes a game (or mod) fun, but the characters and story (take Half-Life 2 for example) that make it a truly memorable experience. Few people seem to feel this way or realize this, but it makes me really happy to see a group focusing on this.
Good luck to your team, I'll definitely be watching this project with great anticipation!
