The R-28 starfighter is an fighter first designed during the Galactic Civil War, by Incom Corporation. It had been overshadowed by the much more popular X-wing series of fighters but has recently seen a rise in popularity.
By 137 ABY, the R-28 had become common mostly with local defense forces and civilian pilots. Though outdated, it is one of the most common starfighters in the galaxy. It has a modest armament consisting of 2 medium laser cannons and 2 medium ion cannons. It has relatively light shields and also slow speed due to its heavy armor. The R-28's durability and relatively low cost make it popular for organizations and individuals outside of major militaries, defense forces and such.
You will encounter them in the indigenous defense forces of many systems across the galaxy, and will find many pirates using them as well. They may be built in orbit over any planet and have no build prerequisites.

Those guns are "Medium" laser cannons?
Medium cannons + engines, from what I can see. Maybe it is a cooling system for the cannon and that's why the cannon is so fat?
Yes, those "nacelles" if you will, house the lasers and engines, so they are very large.
