Lambda Wars (formerly Half-Life 2: Wars) brings the struggle between the human resistance and their Combine overlords to a multiplayer real-time strategy setting. The Lambda Wars beta only requires Alien Swarm installed to play. It features 3 multiplayer game modes: Sandbox, Annihilation and Overrun, showcasing the Rebels and Combine playable factions and a full-fledged RTS interface and HUD. There is also a singleplayer tutorial and a handful of singleplayer missions.

And id like to see a rebel ability or a unit that converts them into partisans
I don't know if it's viable but maybe some could be recruited to the resistance?

The Metropolice are humans without any brain modifications in the HL2 lore. Only the Soldiers & Elites are cold cyborgs.
I guess the Combine Citizens will be like lower Metropolice.
They should try to add some of the HL2 Beta stuff too,
like the Combine Guard, Merkava & Alien Assassin.
They look like pre-processed citizens into metropolice units. That is, loyalist civilians to the Combine Overwatch possible because of fear, a desire for a better life in a stable Combine world on the Earth.
Kind of a civilian spy unit in my books.
Combine loyal citizen is already made a separate unit, and in near future will wear different clothes (City 17-style dark blue robe, without Lambda on the sleeve, naturally) to look different from Partisan and Rebel citizen (now called Refugee).
