What are you seeing is basically all 3D Skybox. Its fog is only controlled by the sky_camera entity.

The only thing to try is, Like Zealot said, tweaking the fog distance values.

Well… the kind of hack is: to make a fogged texture (fogged by itself, in Photoshop/anything) that match the picture, and to add a $nofog 1 key to it (the texture should use UnlitGeneric shader). And there you are, you have an unaffected Citadel with fog literally drawn on it. I'd do it. Probably.

I kinda have an idea... why dont make the Citadel brush have the same texture properties as the cylinder brush you suggested?

It would make it darker, but on the other hand, it may lead to sky being partly visible through the C. But give it a shot anyway, I guess.

Another thing that could be suggested is that since Airex has being shut down and the uprising should've stopped factories, the fog/smoke itself should be less dense.

I dont know if 20 years of industrial and Air Exchange activity would clear themselves in over a few hours. Especially when there is not a single plant left (it all was wiped out by the Combine for their uses).
