It is a great progress and a great idea.
I think to make in my project black ops closer to PMC than to government structures it is rather PMCs who at the time of the operation have been given the necessary equipment in the right amount and make them more diverse than in OPFOR I think that they were so monotonous in the original because then there were technical problems

The CIA Black Ops are not military because CIA is part of a federal agency, as evidenced by Valve's early conecpt art of them. Black Operations are never sanctioned, supported, or authorized by official government officers, which is why they have to get a lot of their equipment through other means.
Black commands do not use the PCV
