Your game is broken, bad installation, follow the tutorials, do not install 5.4 and then update it with the patcher, either install 5.4 or use the patcher to download the latest mod version, don't use both.

Man this walls are good, but can you add fort walls? Or an upgrade to fort wall?
Swedish, Chinese and all Revolution civs can build fort walls.
