The (Hard Core Tactical Mod) is a total conversion mod for Call of Duty 2. Here's a pic of some Vichy French troops in combat with the Lebel rifle.
Nice uniforms and models. Should be fun. Also, is that the Lebel ported by Mch2207cZ?

Yes.
I think the HCTM will be the first mod for CoD 2 to feature the Lebel.
Slikk1 Hey, I've got two questions regarding the officers.
1. Do the Polish and Italian armies have officers as well?
2. Do the officers have any type of special abilities/advantages or are they just cosmetic?

1: yes they do have officers. However, the Polish and Italian officer uniforms are not as distinguishable as the French and German officers are.
2: Officers in the HCTM don’t have any special abilities/advantages. But they do have unique animations that you will only see officers do. In some of the maps you will see officers acting very official but other than that, they don’t have extra health or anything like that. When you shoot an officer, he’ll die like everybody else.

I forgot to mention that the officers also fight a little differently than the other troops do. After they empty their clip and if you are within range, they will probably try to pull out their knife and stab you with it.

How do you change the weather on The Diversionary Raid mission.
You have to edit the effects file for the Diversionary Raid map. If you do not know how to do it, there are some good tutorials on how to do it here...
