Is the frigate launch an inherent ability, or is it something that can be upgraded? Ie. Does it start out with 0 frigates, and end up with 10?

You have to buy the ability, and then get all 10 from the beginning.

I kept saying that it will be better if Infinity could build strident (up to 10) just like building broadsword.
