That's hollywoods way of saying it...It varies between navies, but this is how it is done in the USN. Sounding "General quarters" is battlestations, and condition 1 means ship is in imminent danger.

ONI themselves didn't build the Infinity, they got the workers, then transported them to the location, then kept them there. It was only under ONI's supervision.
And I doubt there are only two shipyards in the UNSC. For all we know something of this scale could easily be a joint operation. (See; F35)

Description

The completed form of the largest UNSC vessel to date (in the mod and canonically), the behemoth Thermopylae-class Super Carrier. Though few were ever constructed, those that saw action spear-headed key battle-groups surrounding the UNSC's most precious assets.

Its dazzling armament of weapons, meters of Titanium-A armor, and wide hangar space make it a flawless instrument of war.
