serina also controlled fleets while cortana only had comm and hacking software and was intended to help one hundred spartans capture a prophet, while as said before, serina was intended for fleet operations and tactics.
I'd like to say one thing- You're wrong.
It was only 33 SPARTAN-IIs. And that was RED FLAG OPERATION that was utilized in early 2552 and prior to 2552 but it was aborted due to imminent invasion of Reach which it called for all SPARTANs to defend.
And, wrong again.
You need to learn the difference of Dumb A.I and Smart A.I.
Serina and Cortana are Smart A.I, they were capable to do large tasks. However, they cannot command entire fleets, which it is responsible of Admiral, not A.I. You need to do more research on UNSC Military doctrine, bub.
Although Spartans are pretty smart too with amazing tactical minds, so, they can be commanders as they make pretty good field commanders. So Why not make them a commander of a fleet as well? Like the Space Marines in 40K. They command fleets as well. Just a thought. Nice artwork guys, looking top notch as always! :)
well becuase the admirals wanted that task, so when they won they would get all the "glory and praze" for a "flawless victory"
Well there were those Spartan II that washed out because of augmentation complications. I believe some of them are serving in a similar capacity, but not so much commanding fleets in real time as analyzing and devising new strategys.

whats a Forerunner??? hehe, sorry. but true, yes you might be able to get portraits for the forerunners from the halo: legends, but I would not consider that to be the "final" image of the forerunners, as they might show in halo 4... just saying...
