I am pretty sure they are able to enter atmosphere as it has Wings and ailerons on said wings. Probably uses the lifting body effect the same as the Pelican.
You do realize that the Longsword and Shortsword are both able to enter/leave the atmosphere? In Fall of Reach - book - Longswords provided cover for a Spartan team landing on the planet. Of course they were destroyed thanks to Seraphs.
And I'm assuming the UNSC is keeping with it's traditions of enabling their smaller craft the ability to enter/leave the atmosphere with the Broadsword as it provides a more stable capability then both Longsword/Shortsword and the Saber. It's basically the Saber mixed with Longsword/Shortsword.

Are they even atmospheric? I doubt it. There is no air support in space, just fighter/bomber support. Leave it to Cole to mess that up...
Pretty sure the Shortsword is (or at least was) the UNSC atmospheric bomber, a la Halo Wars.

The Broadsword was developed as a space superiority fighter that could easily enter an atmosphere of a planet if it needs to do so.
