Can plasma torpedoes one-shot corvettes?
How many torps does it take down a frigate? A Cruiser?
Right now plasma torpedoes just kinda spam, and I'm still in the process of actually balancing them out, so right now plasma torpedoes can kill entire non-cruiser fleets easily, but that should change soon. I believe the ideal Zero has recommended is 3:1 favoring to the Covenant, so you'll have more UNSC ships in order to off-set the power of Covenant ships.
