It's meant to look like a jellyfish. It's not UY, no, it's the Covenant space-forge, basically their shipyard. It'll build everything smaller than the battleship above the AC.
so is it like the other spacebase at reach the covernant made with the remanes of the unsc ships also it reminds me of the omaga space station of mass effect 2
No, it's just one of the large stations that is usually deep within Covenant space, but has been moved forward later in the war due to the schism between loyalists and the elites.

Wow the space station reminded me of some cluster of space debris and got taken over by the flood...
I love the design for the Covenant station so far. I also love all the other Covenant designs. Looking forward to seeing them modeled.

Nope, when Ringleader left the group, we weren't allowed to use any of his designs so we are just waiting for a new design we like to crop up
