For the agency headquarters, we want to make it look and feel as odd, to give the player the sensation that is not welcome there. Something like HL2 and the citadel in where the archiquecture is completely different from the rest of the game.
The black & white palette also would help to difference what's good and what's bad, kinda a philosophy we feature in the whole game.

when is empty, mind focus on anything, in first is dark door, thats why is better, some secret behind, in second its broken atmosphere
I like the black and red with tiles, reminds me of Versalife/MJ12 from Deus Ex.

Both look great, but the left would look better for a horror game, the other for a mission impossible style game. What, you're gonna subtract karma for that?
The first looks too abandoned and dirty, the second one would be great for a top secret supervillan HQ. The red gives off a more 'evil' vibe than the strict black and white. I don't know how well this will look in engine however, as it won't quite look right without the reflections and shadows.
