Terraforming explained:

Terraforming is a so-called Planetary Improvement. Once unlocked, the player may choose to start a terraforming project on one of his planets. Terraforming is a very costly process, and as such governors will not attempt to terraform a planet on their own. AI players do make use of terraforming, though.

The planet window displays the number of slots available for planetary improvements as well as the slots already in use. One level of terraforming may claim up to 4 terraforming slots for structures. If more than 4 are available, more terraforming attempts are needed to convert them all.

While ship construction is completely unaffected by improvements, no planet structures may be built as long as the process is active. So make sure enough resources are available to shorten the time needed for terraforming!
