could it be translated to russian? it's little bit importnt for peole that don't learn the language

Already translated and fully functional in Russian (and French, German, Spanish and Italian).

You just need to change the config file to run the program in Russian (FUEL\FUEL_DT\config.txt). I've also included an optional mod for the provided mod manager to do this as-well.

I'm working on the idea for a separate GUI application just to set options such as language, mode and anything else for the tools. I also will have a proper instruction manual / guide / tutorial written for the tools eventually.

The download on playground.ru has the tools defaulted to Russian.

Another revision of the Free Ride Extreme editor.

I've replaced the text box for tornado in simple mode with a cycle button - pressing it enables and then disables when pressing a second time. In addition there is also some text next to the symbol that says "enabled" or "disabled" depending on the setting set. The color of the text is red or green to add extra emphasis.

Also I considered more feedback to the user when an element is inactive and added an additional graphic to highlight this (the X lines). At any point the user can edit or replace the graphics used by the program as they are external.

Finally is the "Load Recent" button, what this does is essentially load the last scenario you saved. This works by when you press the save button, the values are also saved to a overwritable file in the program directory, pressing the load recent button translates these values back into settings and you can re-edit the scenario you last worked on. Exiting the program without saving will not overwrite, and you can press the load recent button more than once to restore after you've changed several values.
I will be replicating the load recent function onto the vehicle color palette aswell.
