Galactic Civil War between Empire and Rebels but all sides use old units from Old Republic. There are two sides more, Black Sun and Free Side (all pirate planets joined on one single side).

shoudnt the defense stations be stronger than the actual starbase?
Not really, they are support stations and it is from station level 1.
