because of certain heroes being on the planet or in its orbit.

The costs are very low because I currently have a hero in the game that reduces build times and costs by a vast amount. This allows me to quickly build and therefore test new units that I have coded into GC. The cost and build time reduction will either be reduced or eliminated in the release.

Currently, you will be able to build both Death Stars at the same time, though I might later make it so that the Death Star I has to be constructed before you can construct the Death Star II.

or you could do a plot twist and make the death star 2 a under construction version of the first one :P
