not evry character no teen gohan and broly will be non ssj4 only ssj3
uhmmmm if you make SSJ4 then only Goku and Vegeta XD and Gogeta not all others too :P it would get boring if everyone is a SSJ4 and some guys would look **** with it... ^^ but you can make an adult GOTENKS XD may he would be strong enough to get SSJ4 ;)
