Take it with a grain of salt. It is a good idea of the teams. Throwing torches into houses was a common medieval method of burning down villages so it is fairly natural that an early medieval inspired faction like Rohan should use such a method. Also, throwing burning torches is currently implemented in the wildlings so it isn't out of nowhere exactly.

You have a point however, as such torches are not precisely explosive so it is debatable how much damage they would cause to most buildings. Makes sense to me though.

they are throwing burning bags of Tar OR Pitch... when it lands the bag opens and the burning filling splashes out (which might be the explosion)

I think it fits nicely with what Rohan is actually capable of using, or what they could have used in such short notice of the Orc/Uruk attacks.

Very curios. Love both of the New Units. Interesting for the concept and where it came from. Again Edain Team out smarts itself.

Does the Cart basically balance out the mines from Isengard and same with the Men who throw bombs balancing out Wildmen and Corsairs?

Also is their a time frame for the cart burning and Does the Fire ever have an opportunity to spread form the Cart?

Description

Rohan will get now new opportunities to besiege the enemy. In addition to the Onager and the battering ram, Rohan now gets access to Petardiere and Hay Carts.
Petardiere are siege units which throwing burning pitch bags on enemy buildings and cause high damage.
Hay Cart can be dropped off at enemy buildings and gates and ignited. The inflammation works automatically by the auto attack of the cart.
After a while the inflamed Hay Cart burns down and disappears. The enemy, however, can counter the burning Cart by destroying it.

Both siege units support Rohan's aggressive play in the early game.
