One of the Nine, the Dark Marshall is a powerful servant of the Dark Lord. Enemies in his presence cannot gather experience, and his "Massacre" ability lets even the most powerful warriors in his vicinity fall to a single attack from a much weaker foe. This allows even the weakest Orc to overcome a warrior of Rivendell or Erebor, but be careful, for it also affects your own Elite.

This is a special upgrade for one of the two "Barad" Dur Nazgul." You can either upgrade them to standard Nazgul on fellbeast, or these extra powerful meele guys.
