This patch basically creates a render bubble for lights being on or off and turns of
dynamic spawned lights when the FPS is too low
The distance lights turn on and off can be changed via editing the eduke.con in the dukeplus dir
gamevar maxviewdist 200 1 //200*fps = polymer lights max viewing distance
change the 200 to a number more suited to you, higher numbers will have more lights at a distance.
Higher end systems that already can enjoy DNE at playable rates will actually suffer a
degradation in graphical quality unless modified to suit your system, a value of 800 is recommended.
