Those are just "dust motes" I think, which are used in CSS.
Nothing new or particularly special here really, its just a staircase with a light source to the underside.
Also the textures are just those boring Dev Textures D:
It's steam projecting from the air-ducts beside the player. Dust Motes are just white specs that float in the air creating the illusion of "dust... motes"
