After the Nihilanths defeat, a group of remaining Black Mesa scientists have been extracted by a co-officiary of the administrator. Gordon Freeman has been dispatched back into Black Mesa alongside a rescue team to find and extract Eli Vance. This was originally created by Legacy (Legs, Sir-Tuc, Pelot).

I did, and does not work
If you have non-English version of HL, copy config.cfg to the parent language directory of the mod (something like "modname_language" folder).
Or try to use Xash3D to run this mod:

Something like modname_russian for Steam HL with russian localization. It's not about of language in a mod, but about of language in Steam.
You can also try to delete incompatible with Steam HL file kb_act.lst from the mod's folder (hldbm\gfx\shell\kb_act.lst). It should help for sure.
