Hello hello,
No, Fangorn (the faction of the Ents) is not a playable faction, while the Shire did not exist for yet another +1500 years when this game takes place (this game begins in year 3429 of the Second Age and the Shire was founded in year 1601 of the Third Age).
The forefathers of the Hobbits are represented by a building found along the Anduin River, however, while I can tell that you do not want to mess with the Ents... ;)
